To advance new quality productive forces and build a high-level talent hub in the Greater Bay Area, Guangdong's Department of Human Resources and Social Security has released the "Talent Demand Directory for the Greater Bay Area (Mainland)". The directory supports the "One Million Talents Gather in Guangdong" initiative by facilitating strategic talent identification and allocation.

The platform operates on a "1+3+N" model, integrating government, business and lifestyle services to provide one-stop closed-loop cross-border trade services for merchants from Belt and Road partner countries.

These policies aim to attract high-level research and development centers and build a globally competitive innovation platform.

Dongguan is accepting applications for the 2024 Greater Bay Area individual income tax subsidy from September 15 to October 24. Eligible overseas high-end talents who have worked in the city for over 90 days may apply for a financial subsidy covering the excess individual income tax paid above the 15% taxable income threshold. Applicants and their employing entities must satisfy the specific industry and talent criteria stipulated in the interim implementation measures.

China's amended Food Safety Law, passed on September 12, takes effect on December 1. It introduces a license for bulk road transport of key liquid foods. Carriers must use dedicated containers and obtain a permit. Shippers and receivers must verify permits and container compliance. Containers must be clearly labelled and used exclusively for food, with penalties for violations.
