In September 2025, Guangdong Province released the "Implementation Plan for Building a Carbon Footprint Management System," aiming to establish a comprehensive framework that includes building a product carbon footprint database, promoting accounting and evaluation in key industries, and launching regional pilots. The plan strengthens financial and government procurement support, advances carbon footprint mutual recognition in the Greater Bay Area, and fosters international cooperation to drive green transition and address carbon trade barriers.

To speed up the cultivation of innovative enterprises in the digital economy, the National Development and Reform Commission has joined with five other agencies to accelerate the construction of a nationwide integrated computing network. On October 13, the Guangdong-Hong Kong-Macao Greater Bay Area Standardization Research Center released its latest announcement, incorporating 10 new standards—including the "Guidelines for TCM Chronic Disease Management: Diabetic Kidney Disease"—into the Greater Bay Area Common Implementation Standards List. These standards were jointly confirmed by relevant authorities from Guangdong, Hong Kong, and Macao.

Zhongshan is collaborating with Hong Kong and Macao to build a biomedicine hub, supported by new municipal policies for high-quality development in the sector. With 600 enterprises gathered and contributions from Hong Kong and Macao youth innovation, the area is emerging as a health Silicon Valley in the Greater Bay Area.

On October 14, the "Guangdong-Macao Pension Connectivity" service was launched in the Hengqin Guangdong-Macao Deep Cooperation Zone. This initiative enables Macao pensions to be directly distributed cross-border to beneficiaries' Bank of China and ICBC accounts in Guangdong, saving each senior an estimated over MOP 400 in annual fees.

On October 15, Standard Chartered and the HKTDC released the third-quarter Greater Bay Area Business Confidence Index (GBAI), showing both current and expected indices reaching multi-year highs. This reflects a broad recovery in business confidence across manufacturing, trade, and finance sectors

The General Requirements for Elderly Care Food has been adopted as a "Greater Bay Area Standard." This Hong Kong-led standard introduces a 9-level classification and unified testing methods to streamline production and ensure quality consistency in the silver economy sector.

The Ministry of Commerce and eight other departments of the Central Government have proposed 19 policy measures aimed at driving more service consumption in the mainland. The measures will cover the further opening-up of the mainland service industry, enhancing digital service consumption, and boosting fiscal and financial support for business entities in the service consumption field.

The State Administration of Foreign Exchange has announced nine policies aimed at making it easier for business entities to carry out cross-border investment and financing activities. The policies cover areas such as foreign direct investment (FDI) and corporate cross-border financing. In addition, the regulator will remove the requirement to register basic information for preliminary fees related to FDI and increase the quota for foreign debt borrowing by technology enterprises.
