Proposals to optimize Guangdong-Hong Kong cross-border movement include accelerating Hetao Hong Kong Park development, expanding "joint inspection, one clearance" customs, promoting professional qualification mutual recognition, deepening "Hong Kong data, Guangdong computing" cooperation, establishing cross-border data flow pilots, and facilitating Guangdong-produced drugs for Hong Kong use. These measures aim to enhance Greater Bay Area integration.

The Guangdong-Hong Kong-Macao Greater Bay Area Venture Capital Guidance Fund has been officially established to foster new productive forces and implement the national patient capital strategy. The fund, initiated by a national-level parent fund, has a total size of RMB 50.45 billion and a maximum term of 20 years, with no reinvestment ratio requirement. It focuses on supporting technology enterprises at the seed and early stages.

On April 1, 2026, the Taxation Bureau of the Hengqin Guangdong-Macao In-Depth Cooperation Zone issued guidance on VAT law, offshore trade stamp tax, and cross-border tax compliance. This measure aims to support the Hengqin-Macao integration process, improve the cross-border tax governance framework, and reduce tax compliance risks within the Guangdong-Hong Kong-Macao Greater Bay Area.

On March 29, 2026, China's first automated production line with an annual capacity of 10,000 humanoid robots was commissioned in Guangdong. The line produces one robot every 30 minutes, features 24 digital assembly processes and mixed-line production capability, and achieves efficiency gains of over 50% compared to conventional methods. This marks a technological breakthrough in the scalable manufacturing of humanoid robots within the Guangdong-Hong Kong-Macao Greater Bay Area.

Guangdong Province has introduced several measures to support individual industrial and commercial households. These measures cover credit, employment, and workspace support; reduce taxes, fees, utilities, and payment costs; and provide efficient administrative services with tolerant and prudent regulation. The measures also promote category-based cultivation, transformation into enterprises, and digital upgrading. This initiative serves as a supportive framework within the Guangdong-Hong Kong-Macao Greater Bay Area to facilitate the sustainable and healthy development of individual businesses.

In March 2026, the Guangdong Provincial Development and Reform Commission issued the Work Plan for Accelerating Application Scenario Innovation. The plan focuses on 22 key sectors, including low-altitude economy and artificial intelligence, specifying 105 application scenarios. It also provides for the establishment of innovation pilot zones and a demonstration hall to facilitate the deployment of new technologies and products. As part of the Guangdong-Hong Kong-Macao Greater Bay Area, this initiative aims to promote the integration of industrial and technological development.

Focusing on building a market-oriented business environment in the Greater Bay Area, key measures to advance regional market integration and free flow of production factors include: launching the GBA Application Scenario Release Hall to foster innovation synergy; implementing special market access measures in Shenzhen, Hengqin, and Nansha; piloting mutual recognition of cross-border credit ratings and reports; and promoting mutual recognition for yacht travel and intelligent connected vehicle testing, supporting the development of an efficient, open, and interconnected market environment.

Guangdong Province has launched a credit-based initiative for the Greater Bay Area to establish a cross-border credit system. By enabling mutual recognition of credit ratings and information sharing in Hengqin, Qianhai, and Nansha, the policy supports credit evaluation for Hong Kong and Macao residents, fosters financial integration, and expands 'Credit-based Lending' and healthcare services to improve the business and living environment.

Eight Chinese ministries, including the industry ministry, have issued a 2026–2030 plan to boost the traditional Chinese medicine (TCM) sector. It calls for five innovation centers and 60 high-standard raw material bases. The Greater Bay Area can leverage Hong Kong as an international gateway to globalize TCM standards and transform classic Lingnan formulas.

Guangdong has issued the 2026 Action Plan for Promoting the Coordinated Integration of Manufacturing and Services. The plan outlines five key actions covering technological innovation, logistics cost reduction, financial support, and digital transformation of manufacturing. It sets quantitative targets for industrial development by the end of 2026 and establishes a cross-regional industrial chain collaboration mechanism to promote high-level integration across all factors and fields.

The Greater Bay Area Shipping Integrated Service Platform was recently officially launched in Hong Kong, marking a milestone breakthrough in deepening Guangzhou-Hong Kong shipping cooperation and implementing the Nansha Plan. The platform provides one-stop online services for global shipping industry chain participants, integrating Hong Kong's advantages in international finance and maritime law with Nansha's institutional innovations to address pain points in traditional shipping transactions.

Guangdong has released an action plan for innovative development of artificial intelligence OPC. Priority ecological communities will be established in areas such as Pazhou in Guangzhou, Xiangzhou in Zhuhai, and Songshan Lake in Dongguan. Through measures including computing power subsidies, low-cost spaces, and scenario matching, a "plug-and-play" entrepreneurship environment will be created to accelerate the formation of a replicable and scalable "Guangdong Model."

The Implementation Plan for Deepening Inclusive Finance Reform in Maoming City, Guangdong Province has been officially issued. Centered around nine major tasks—including improving the rural financial system, expanding financing channels, and strengthening insurance services—the plan proposes 33 specific measures. It aims to achieve growth rates for inclusive small and micro loans and agriculture-related loans that lead the region within five years, thereby supporting rural revitalization and the "Hundreds, Thousands, and Tens of Thousands Project."

Guangdong has released an action plan to jointly develop 53 emerging industrial sectors with Hong Kong and Macau, targeting a scale of over RMB 10 trillion within 10 years. It includes establishing a Greater Bay Area pilot-scale service center, creating at least five scenario testing zones annually, and supporting Hong Kong's innovative products in commercialization.

The latest data from the Guangdong Sub-Administration of the General Administration of Customs shows that Guangdong's foreign trade reached 1.64 trillion yuan in the first two months of 2026, a record high for the period and a year-on-year increase of 22.1%. Exports stood at 1.04 trillion yuan, up 22.6%, while imports reached 592.01 billion yuan, up 21.3%. Guangdong accounted for 21.2% of the national total, contributing 24.7% to the country's foreign trade growth, ranking first among all provinces and cities in both scale and contribution.
