Guangdong Province has introduced measures to promote the high-quality integrated development of agriculture, culture, and tourism. The policy aims to enhance planning guidance, improve factor support, foster diversified formats, and comprehensively serve the overall development of the Guangdong-Hong Kong-Macao Greater Bay Area, contributing to the creation of a world-class development hub.

On December 18, 2025, the Financial Development Bureau of the Guangdong-Macao Intensive Cooperation Zone in Hengqin officially issued the "Support Measures for Promoting High-Quality Development of the Financial Industry in the Zone." This policy aims to leverage the synergistic advantages of "Macao + Hengqin" by providing comprehensive financial support across multiple dimensions, including institutional establishment, business enhancement, cross-border cooperation, and other financial areas, to drive the agglomeration and innovative development of the financial industry in the Cooperation Zone.

The National Administration of Traditional Chinese Medicine has introduced new regulations, effective from December 2025, to standardize and enhance the quality of clinical research in traditional Chinese medicine. The regulations specify requirements for healthcare institutions conducting investigator-initiated TCM clinical studies, aiming to improve the research management system and foster innovation in TCM theory and practice. This initiative holds significant importance for promoting the standardization and internationalization of the national TCM research system, including in the Guangdong-Hong Kong-Macao Greater Bay Area.

The Standing Committee of Guangdong Provincial People's Congress has implemented a decision to promote high-quality development in the nine mainland cities of the Greater Bay Area. It focuses on integrated mechanisms, cross-regional cooperation, world-class infrastructure, and deeper market alignment with Hong Kong and Macao.

The “Hong Kong Professional Services Platform” links mainland manufacturers with the city’s top-tier professional services, delivering compliance and capital support for overseas expansion. This initiative refines the Greater Bay Area’s “front shop, back factory” model by embedding professional services as a core component of regional synergy.

Guangdong is building a systemic sci-tech finance framework to power Greater Bay Area innovation. Key measures include Dongguan’s integrated "investment-loan-guarantee" model, Shenzhen’s "tech board" bond market, and cross-border pilots like "KeeLink," together providing full-cycle and cross-border funding channels.

Guangdong pioneers a "1+2+N" drone governance model, featuring China's first shared-use platform and resource pool for five government tiers. The system, supported by comprehensive regulations, spans 100 applications across eight fields, with plans to further expand capabilities and drive industry advancement.

Galaxy Space partnered with PCCW Global to establish a low-earth orbit satellite demo station in Hong Kong. This collaboration bridges mainland China's satellite manufacturing with Hong Kong's global Belt and Road network, advancing an integrated space-ground communications ecosystem in the Greater Bay Area.

The fourth batch of designated medical institutions under the "Medication and Device Pass" policy was announced on December 8, adding 27 new facilities. As a key regulatory innovation in the Greater Bay Area, the policy establishes a "green channel" to provide mainland residents with access to clinically urgent medications and devices already approved in Hong Kong and Macau. This expansion broadens the policy’s coverage network, accelerates the integration of healthcare resources across the Bay Area, and enables residents to benefit from more advanced and higher-quality medical services.

The Asian IP Business Forum and Entrepreneurship Day were successfully held in Hong Kong from December 4th to 5th. The events brought together global experts to discuss topics such as IP financing and sustainable development. The newly launched "IP Going Global Business Matching" session helped Greater Bay Area and mainland enterprises expand into international markets, strengthening Hong Kong's role as a regional IP trading hub and an innovation nexus for the Bay Area.

During the 14th Five-Year Plan period, Guangdong achieved leapfrog development in technological innovation, maintaining its top national ranking in regional innovation capability for nine consecutive years and leading in multiple key indicators. The Greater Bay Area's innovation cluster has gained global attention, achieving breakthroughs in frontier fields such as AI, semiconductors, new energy, and biomedicine, laying a solid foundation for building a world-class science and innovation hub where technology and industry mutually reinforce each other.

The Standing Committee of the Guangdong Provincial People's Congress recently passed a decision to promote the deepening of the "moderate separation" reform between economic zones and administrative districts in the nine mainland cities of the Greater Bay Area. This aims to break down administrative barriers, advance integrated development, establish new cross-regional cooperation mechanisms, and build a world-class city cluster with innovative synergy, industrial linkage, and shared public services, creating a high-quality living and business environment.

In 2025, Guangdong's comprehensive regional innovation capability ranked first in China for the ninth consecutive year. During the 14th Five-Year Plan period, the province maintained its leading position in key innovation metrics, including R&D expenditure, number of high-tech enterprises, valid invention patents, PCT international patent applications, revenue from high-tech manufacturing, and exports of high-tech products.

The newly revised Implementation Rules for Supporting Hong Kong and Macao Youth Employment and Entrepreneurship in the Greater Bay Area took effect on October 24, 2025, and will be valid for five years. The rules target youth under 45, offering multiple supports such as social insurance subsidies, start-up grants, rental assistance, and personal income tax benefits. They also introduce the "Greater Bay Area Workplace Mentor Program" and government-procured employment services to comprehensively promote youth development in the nine mainland cities.
