Guangdong Provincial Government has launched the "AI-Driven Manufacturing Industry Action Plan (2025-2027)" to advance digital transformation and intelligent upgrading through enhanced AI technology supply, scaled applications, and industrial support systems.

Guangdong Province has issued an action plan to empower the high-quality development of its manufacturing sector through strengthened AI technology supply, large-scale application, digital transformation, intelligent upgrading, establishment of benchmark applications, and cultivation of interdisciplinary talent.

Guangdong has officially launched its "AI Empowerment for High-Quality Manufacturing Development Action Plan (2025-2027)," which focuses on key aspects like industrial AI models, data development, and intelligent computing. Through policy tools such as "model vouchers" and "computing vouchers," the plan aims to support corporate intelligent upgrades, nurture skilled AI talent, and build benchmark smart factories and industrial chains.

On October 13, the Guangdong-Hong Kong-Macao Greater Bay Area Standardization Research Center released its latest announcement, incorporating 10 new standards—including the "Guidelines for TCM Chronic Disease Management: Diabetic Kidney Disease"—into the Greater Bay Area Common Implementation Standards List. These standards were jointly confirmed by relevant authorities from Guangdong, Hong Kong, and Macao.

On September 30, the Shenzhen Municipal Transport Bureau issued the implementation rules for supporting the high-quality development of the city's low-altitude economy. These rules, which apply during the validity period of the supportive measures, regulate the application, funding, and supervision of relevant subsidy projects primarily overseen by the bureau, aiming to foster a low-altitude economy industrial cluster and support its sustainable growth.

Zhongshan is collaborating with Hong Kong and Macao to build a biomedicine hub, supported by new municipal policies for high-quality development in the sector. With 600 enterprises gathered and contributions from Hong Kong and Macao youth innovation, the area is emerging as a health Silicon Valley in the Greater Bay Area.

On October 14, the "Guangdong-Macao Pension Connectivity" service was launched in the Hengqin Guangdong-Macao Deep Cooperation Zone. This initiative enables Macao pensions to be directly distributed cross-border to beneficiaries' Bank of China and ICBC accounts in Guangdong, saving each senior an estimated over MOP 400 in annual fees.

On October 15, Standard Chartered and the HKTDC released the third-quarter Greater Bay Area Business Confidence Index (GBAI), showing both current and expected indices reaching multi-year highs. This reflects a broad recovery in business confidence across manufacturing, trade, and finance sectors

On October 14, the China-Africa Economic and Trade Greater Bay Area International Business Center was launched in Guangzhou's Nansha as the first physical service platform for China-Africa trade cooperation in the Greater Bay Area. The China-Madagascar (Greater Bay Area) Economic and Trade Cooperation Center also opened as the first dedicated African national institution. The center will provide one-stop services including business offices, policy consulting, legal support and supply chain matching.

On October 13, Howard Lee, Deputy Chief Executive of the Hong Kong Monetary Authority, announced during a seminar that the People's Bank of China and the HKMA have agreed to formalize the "cross-border credit investigation connectivity" pilot program. Since its initiation last year, this initiative has enabled Hong Kong banks to utilize PBOC credit reports in approving more than HK$260 million in loans across various sectors including corporate lending, personal credit, and mortgage financing.

The daily quota for the Swap Connect between the mainland and Hong Kong has been raised from 20 billion to 45 billion yuan. Since its launch in May 2023, the program has seen over 80 trillion yuan in total trading volume.

The Ministry of Industry and Information Technology is now collecting financing needs from manufacturers through the national industry-finance collaboration platform. Qianhai's new "12-Point Credit Initiative" aims to establish a market-driven credit economy pilot zone. With incentives of up to RMB 3 million, it focuses on developing the credit services industry across industrial chains, internationalization, and ecosystem development to reduce cross-border credit costs for businesses.

Guangzhou has established itself as the biomedical hub of the Greater Bay Area through its "Two Cities, One Island" industrial framework. Capitalizing on robust medical resources and policy advantages like the streamlined drug and device approval mechanism, the city facilitates international resource integration and cross-border collaboration to accelerate biomedical innovation and industrial growth.
