The International Organizations (Privileges and Immunities) (International Organization for Mediation) Order was gazetted on November 28. This order establishes the legal status of the International Organization for Mediation in Hong Kong and grants it corresponding privileges and immunities, supporting the establishment of this first-of-its-kind global mediation organization in the city. This move reinforces Hong Kong's role as an international legal and dispute resolution services hub within the Greater Bay Area and contributes to strengthening the region's rule-of-law business environment.

The Guangdong Province Action Plan for Financial Support to Enterprises in Industrial Chain Integration and Mergers aims to strengthen financial empowerment, assisting enterprises in the Greater Bay Area in enhancing industrial chain competitiveness and building a modern industrial system through market‑driven mergers and integration. Jointly issued by multiple departments including the Provincial Local Financial Regulatory Bureau, the plan focuses on expanding financing channels and improving policy coordination to promote high‑quality development of industrial clusters.

To actively promote high‑level openness and high‑quality development, the National Immigration Administration earlier announced the "Notice on Implementing 10 Innovative Measures to Support Opening‑Up and High‑Quality Development," introducing 10 immigration and exit‑entry management service policy measures. These steps are designed to optimize services, facilitate cross‑border flows, and better support national development goals.

On November 19, the Shenzhen Local Financial Regulatory Administration and the Hong Kong Financial Services and the Treasury Bureau jointly issued the *Action Plan for Building a Global FinTech Hub in Hong Kong-Shenzhen (2025–2027)*. As an advanced pilot proposed in the 2025 Policy Address, the initiative focuses on complex scenarios such as cross-border routes and low-altitude passenger transport, with "X" symbolizing expansion and value enhancement. The bureau plans to draft an action plan for low-altitude economy development by the end of 2026.

Hong Kong's first AI chatbot, "HKChat" (CantoTalk), was officially launched on November 21, with its trial version now available on both Apple App Store and Google Play Store. Powered by the technology of HKGAI (Hong Kong Generative AI Research and Development Centre), the chatbot integrates local knowledge and government open data. It supports seamless mixed-language dialogue in Cantonese, English, and Mandarin, providing real-time responses to daily queries such as transport, weather, lifestyle, and legal advice.

On November 14, the Hong Kong Trade Development Council (HKTDC), in collaboration with the Qianhai Authority of Shenzhen, organized the "Anchor in Qianhai, Expand in the Greater Bay Area – Opportunities and Strategies for Foreign Enterprises" exchange event through its "GoGBA One-Stop Platform." The event attracted over 150 representatives from foreign-invested enterprises and foreign chambers of commerce, focusing on Qianhai's business opportunities and strategic development pathways.

According to data released by the Guangdong Provincial Bureau of Statistics on November 27, 2024, Shenzhen's R&D expenditure reached 245.307 billion yuan, a year-on-year increase of 9.7%, maintaining its position as the second-highest among major cities in China. With an R&D intensity of 6.67%, Shenzhen now ranks first nationwide. Since the start of the 14th Five-Year Plan period, the city's average annual R&D expenditure growth has been 12.9%, outpacing both national and provincial levels.
